"That all grants and promises of fines and forfeitures of particular persons before conviction are illegal and void" This is a vital clause from your very own Bill of Rights (1689) which is subtitled: An Act Declaring the Rights and Liberties of the Subject and Settling the Succession of the Crown.

That doesn't seem to apply in Lewes. I parked my car overnight near the Grange, bought a ticket but out it in my dashboard the wrong way round as it was dark and I still got a ticket. To add insult to injiry my wingmirrors were smashed off overnight too. Probably wasn't the parking officer who did it but still!

A motorist in London successfully defended himself against parking fines by asserting these very Rights, that belong to everyone. Most people do not know their own Rights and thus do not assert them. Norm has taken the credit-see recent Sussex express for a new law designed to stop private clampers, but according to the above law they were always illegal in the first place.
